Lucknow, 15 May (HS): State Minister (Independent Charge)
for Backward Classes Welfare and Disabled Empowerment, Narendra Kashyap, on
Thursday held a press conference regarding departmental achievements at his
ministerial residence 11, NDMR, Vikramaditya Marg, Lucknow. He said that the
Yogi government is committed to connecting OBCs and disabled people with the
mainstream of development.
Minister
Kashyap, while highlighting the achievements of the Backward Classes Welfare
Department, said that in the financial year 2024-25, about 30 lakh OBC students
benefited from Rs 2475 crore under the Scholarship and Fee Reimbursement
Scheme, which is 5 lakh more than in 2023-24. Under the Post Matric Scholarship
Scheme, assistance of Rs 10,000, 20,000, 30,000 and 50,000 was given in four
categories respectively.
He
informed that under the marriage grant scheme, an amount of Rs 20,000 was given
to 1 lakh OBC couples by arranging Rs 200 crore this year, while last year this
number was 52,553. The income limit of OBC persons receiving marriage grant has
been increased to one lakh equally from BPL category urban and rural. 29,769
trainees were benefited by Rs 32.92 crore in the computer training scheme,
while for the first time a provision of Rs 2 crore was made for hostel
maintenance.
While
discussing the innovations in the Backward Classes Welfare Department, the
Minister said that the total budget of the department in 2024-25 was Rs 2789.71
crore, which is Rs 451.08 crore more than last year. An arrangement of Rs 1
crore has been made for the publicity scheme in the year 2025-26.
While
highlighting the achievements of the Department of Empowerment of Persons with
Disabilities, the Minister said that the number of beneficiaries in the Divyang
Pension Scheme has increased from 8.75 lakh in 2017 to 10.83 lakh now. Now the

An
incentive of Rs 15,000 to Rs 35,000 is being given for marrying a disabled
person, which has benefited 5893 couples. 8063 disabled people have got
self-employment from the shop construction/operation scheme. 1046 beneficiaries
have joined this scheme in 2024-25. He told that since the year 2019, free
travel facility is available to disabled people in roadways buses. On
World Disabled Day on 3 December 2024, state level awards were
given to 19 persons/institutions. From the financial year 2017-18, awards are
given in 30 sub-categories under 12 categories instead of 02 categories, and
the prize money has been increased from 5000 to 25000 rupees.
Under
the Artificial Limbs and Assistive Devices Scheme for Divyangjan, assistance of
up to Rs 15,000 is now available, and modern facilities like smartphones,
tablets, daisy players are also being provided. 3.73 lakh devices have been
distributed till date from the year 2017-18.
There
is now a provision of assistance of up to Rs 10,000 in the Surgical Grant
Scheme and Rs 6 lakh per beneficiary for cochlear implant. In 2024-25, 214
cochlear implants have been done in 63 districts.

retarded shelter homes cum training centers are being run in Bareilly, Meerut
and Gorakhpur with residential capacity of 50 each. The process of setting up
new centers is underway in six districts including Lucknow, Chitrakoot and
Banda.
The
Department of Empowerment of Persons with Disabilities is running shelter homes
cum training centers for mentally retarded persons through 24 voluntary
organizations in 16 districts of the state. ‘Bachpan Day Care Centers’ are
being run for hearing impaired, mentally retarded and visually impaired
children aged 3 to 7 years in 18 divisional districts. All these centers have
received ISO 9001:2015 certification. The process of setting up new centers is
in progress in seven aspirational districts like Chandauli, Siddharthnagar, Bahraich,
Shravasti, Fatehpur, Balrampur and Sonbhadra.
Government
special schools named ‘Prayas’, ‘Sanket’, ‘Mamta’ and ‘Sparsh’ are operating in
the state, in which 1,431 students are studying. All the 16 special schools
have received ISO 9001:2015 certification for high quality education and
management and the facility of smart classes has been provided.
With
the objective of providing education in an inclusive environment to visually
impaired, hearing impaired and orthopedically challenged students as well as
normal students, integrated special secondary schools are being run in seven
districts of the state (Auraiya, Lucknow, Kannauj, Prayagraj, Azamgarh, Ballia
and Maharajganj). A total of 325 students are registered in these. A new school
is under process in Ghaziabad while construction work is going on in Mirzapur,
Etah, Pratapgarh, Varanasi and Bulandshahr.
There

Dr.
Shakuntala Mishra National Rehabilitation University, Lucknow currently has
1,541 Divyang students studying. Jagadguru Rambhadracharya Divyang University,
Chitrakoot was replaced as a state university on 31 January 2023. 1,369
students are studying in this university.
