J&K Law Department seeks early submission of bills ahead of budget session
Jammu, Jan 08 (KINS): The Jammu and Kashmir Department of Law, Justice and Parliamentary Affairs has directed all government departments to submit draft Bills and legislative proposals well in advance of the Budget Session of the Legislative Assembly, scheduled to begin on February 2, 2026.
In a circular, the department said early submission is necessary to allow sufficient time for legal scrutiny and vetting of proposals to be introduced during the session. Departments have been asked to forward draft Bills and legislative matters to the Law Department without delay.
The circular also reminded departments of the provisions under the Transaction of the Business of the Government of Union Territory of Jammu and Kashmir Rules, 2019, which mandate consultation with the Law Department while initiating legislation.
It further stated that rules or notifications required to be laid before the Legislative Assembly must be tabled during the upcoming Budget Session to meet statutory obligations. Proposals requiring the Lieutenant Governor’s recommendation under the Jammu and Kashmir Reorganisation Act, 2019, are to be sent to the LG Secretariat well in advance.
Senior officers have also been instructed to strictly follow laid-down procedures for Assembly questions and legislative business, while Administrative Secretaries and Heads of Departments have been directed to remain present in the House during discussions related to their departments.(KINS)
