New Delhi, Mar 24: The National Human Rights Commission (NHRC) has taken cognisance of allegations regarding repeated targeted killings of Hindu civilians and other vulnerable groups in Jammu and Kashmir, highlighting concerns over transparency in investigations and prosecutions.
A bench led by NHRC member Priyank Kanoongo issued a notice to the Jammu and Kashmir Director General of Police (DGP), directing a thorough inquiry into the claims and instructing the submission of an Action Taken Report (ATR) within two weeks.
The complaint, filed by advocate Vineet Jindal, President of the Anti Terrorism Global Front (ATGF), cited past attacks, including the 1998 Wandhama massacre, the Nadimarg killings, and assaults on Amarnath Yatra pilgrims in 2000 and 2017, noting that many cases remain unresolved due to opaque investigation processes.
The complaint alleged violations of constitutional rights, including the Right to Life (Article 21), Equality (Article 14), and Freedom of Religion (Article 25). It urged the NHRC to ensure transparency in investigation status, arrests, and prosecutions, along with preventive measures, protection for at-risk communities, and compensation and rehabilitation for victims’ families.
Acting on the plea, the NHRC instructed the Jammu and Kashmir Police to provide a detailed report through the HRCNet portal, including case-wise FIR status, investigation details, and supporting documentation. The human rights body emphasized that timely and comprehensive action is essential to uphold the fundamental rights of affected communities.
