
Srinagar- The Government of India has strengthened intelligence systems, inter-agency coordination, and border management over the past two years, leading to improved detection of infiltration attempts, neutralisation of terror networks, and monitoring of online radicalisation, Minister of State for Home Affairs Nityanand Rai informed the Lok Sabha on Tuesday.
In a written reply to MP E Tukaram, Rai said the Centre has enhanced the capabilities of Central and State law enforcement agencies to mitigate terror risks. Coordinated efforts between Central agencies and State police have enabled joint crackdowns on modules involved in terror recruitment, financing, and support activities, he said.
Key measures include expanding Multi Agency Centre connectivity up to the district level and upgrading MAC and Subsidiary MAC networks with advanced hardware, improved network speeds, and AI driven tools for real time threat analysis. Rai said this has strengthened analytical and predictive capabilities against violent extremism, crypto enabled crimes, drug trafficking, terrorism financing, bio terrorism, fake currency and cyber threats.
Agencies including NIA, NATGRID, IB and State ATS units have adopted enhanced digital systems for secure data sharing and analysis. Rai said NIA has also standardised investigative methods under UAPA by circulating its investigation handbook to all States and UTs.
He added that the agency has set up the National Terror Database Fusion and Analysis Centre with big data capability and has improved coordination with the Directorate of Forensic Science Services for quicker forensic support.
On tackling online radicalisation, the minister said several cases have led to arrests, charge sheets and convictions. Development of an Organised Crime Network Database on NATGRID and upgraded data tools such as GANDIVA have further strengthened intelligence workflows.
Rai said the National Security Guard has improved coordination with States and UTs by conducting joint training, counter terror mock drills and exercises involving critical transport infrastructure.
He highlighted enhanced deployment of border surveillance technologies including drones, night vision devices, thermal imagers, sensors and radar systems. Under the Comprehensive Integrated Border Management System, surveillance and patrolling have increased, leading to reduced infiltration attempts, higher drone interceptions and recovery of arms, ammunition and narcotics.
Rai also informed the House that multiple terror networks have been dismantled through coordinated operations. The government has proposed extensive modernisation for CAPFs, State police and investigative agencies.
Forensic modernisation worth over Rs 4,800 crore has been approved including Rs 233 crore to upgrade forensic laboratories in 25 States and UTs. Sixteen off-campus centres of National Forensic Sciences University have been established and eight new Central Forensic Science Laboratories are being set up.
The Centre has allocated Rs 21,710 crore towards police infrastructure schemes for CAPFs from 2021 to 2025-26, while Rs 350 crore has been earmarked for specialised State units and India Reserve Battalions.
Rai said Central and State forces continue to receive technology, equipment and skills upgrades to bolster operational communication, surveillance and coordinated response against terror threats.
